There will NOT be a Skippers Meeting

Score: 5 races.

Scoring System: Time on Time, Best 5 races score Starting sequence begins at 17:45

Starting Sequence:
Races shall be started by using the following signals. Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded.

Signal	Flag and sound	Minutes before starting signal
Warning	Class flag A; 1 sound	5
Preparatory	P flag; 1 sound	4
One-minute	Preparatory flag removed; 1 long sound	1
Starting	Class flag A removed; 1 sound	0

The warning signal for each succeeding class shall be made with or after the starting signal of the preceding class.

If the wind speed/ sea conditions reach or exceed Beaufort Scale “5” follow PFD requirements
The races will start at either buoy “X”, “A”, “H”, or “F” dependent on weather conditions (see CYC chart)
Races will be held under the Racing Rules of Sailing 2009 – 2012 including US SAILING Prescriptions.
Protests will be in accordance with RRS 61 except as follows:

A Protest is merely the means of bringing an incident in which a boat may have broken a rule to a hearing after the race were it can be reviewed to clarify how the rules apply. When you think another sailor has broken a rule, display your protest flag, and tell them - right then - that you are protesting them. Be sure to say the word "Protest" and clearly identify who you are protesting, When you finish, tell the race committee who you are protesting. When you get ashore, fill out the Protest Form and hand it in or mail, fax or email within the time limit. If your protest involves a right-of-way situation (Part 2, Racing Rules of Sailing), it will go first to a quick Arbitration meeting. If the protest isn't resolved by Arbitration (and most will be!), it will then go to a normal protest hearing. If it is found that you broke a rule, that sailor will have a 40% scoring penalty added to their score. No sailor will be disqualified; and all of us will learn more about the rules!

Protest Time Limit: All protests shall be postmarked no later then the day after the incident.

Upon receipt of a valid protest, the interested parties will be contacted to schedule a hearing.

The two turns penalty as defined in RRS Rule 44.2 will apply to infringements of Part 2.
The one turn penalty as defined in RRS Rule 31.2 will apply to touching a mark.
These races are held under a permit granted by the U. S. Coast Guard. Please be mindful that we share the harbor with commercial & military traffic. If a boat’s failure to follow the rules of safe navigation results in a complaint from the United States Coast Guard or the Harbor Master, the violating boat will be disqualified for that race.

Supplemental rules

Races with no finisher by 1930 will be abandoned and will not count toward overall results. Three guns at 1930 will signal an abandoned race.
The course may be shortened at the discretion of the person picking the course who will notify the committee boat to move to the appropriate mark.
The Race Committee will monitor VHF channel 68. Please DO NOT call the RC with questions during the start sequence. It is up to the discretion of the RC whether or not any other questions will be answered in accordance with Rule 41
Whisker poles attached to the mast may be used to “pole out” a headsail.
There will be one class: Racing class

PHRF certificates preferred but not required.
Spinnakers allowed.
If no PHRF Certificate, race rating will be assigned
Flag: White background with blue letter "A"

RULES

The regatta will be governed by the rules as defined in the ISAF The Racing Rules of Sailing 2009-2012 including US SAILING prescriptions.

ELIGIBILITY

Racing Class:

Open to all Yachts holding valid PHRF or NEMA certificate. If you have no certificate, please go to http://www.phrfne.org/page/567 to get your base rating and then adjust it accordingly at http://www.phrfne.org/page/568. Please note adjustments for props, headsail sizes, etc.

CRUISING CLASS:

Open to all Yachts holding valid PHRF or NEMA certificate or rating will be assigned from published PHRF-NE current cruising ratings.

Eligible boats me enter by completing the Registration Form and Waiver Form and sending them together with the required fee to:

COURSES

Courses will be posted on the Race Committee Boat prior to the start. Courses will be:

(a.) Selected from a list of predetermined courses and their marks which will be provided at Registration.

(b.) A group of marks from CYC MARKS list along with rounding information.

PENALTY SYSTEM

The scoring penalty, rule 44.3 will not apply.

SCORING

Each race will be scored separately under the low point system, and the total combined points for all races will determine the winners in each class. In the event of a tie, the lowest combined corrected time of all races will be the determining factor.

When fewer than four races have been completed, a boat’s series score will be the total of her race scores.

When from four to six races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

When seven or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.

AWARDS

Prizes will be awarded to the first three finishers for each class.

The scores will be announced by email after each race. Prizes will be awarded at the Change of Watch Banquet.

Disclaimer of Liability

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

Insurance

Each participating boat shall be insured with valid third-party liability insurance with a minimum coverage of USD$ 100,000 per event or the equivalent.

Notice of Race

1. Rules

This regatta will be governed by the Racing Rules of Sailing, 2009-2012 as adopted by US Sailing, the prescriptions of US Sailing, this Notice of Race (except as any of these are altered by the Sailing Instructions) and the Sailing Instructions.

2. Eligibility and Entry

The regatta is open to all yachts with a valid rating certificate issued by PHRF-New England. To obtain a rating certificate, call Bud Hawley at (207) 633-2774 or register online at the GMORA website.

Yachts in the PHRF divisions shall comply with the current Offshore Racing Council "Special Regulations Governing Minimum Equipment and Accommodations Standards" for Category.
All yachts shall comply with Federal and State safety requirements.

3. Classes and Divisions

There will be a racing (spinnaker) division and a cruising (non-spinnaker) division. Class breaks will be at the discretion of the Event Organizer and will be announced at the skippers meeting. A separate start will be granted to any One-Design class with 5 or more entrants.

4. Fees and Registration

Entries must be submitted on the official entry form and postmarked no later than May 31, 2009. The entry fee is $65.00. Late fee: any registrations postmarked later than May 31 will be required to pay a $10.00 late fee.

6. Sailing Instructions

The sailing instructions will be available at the Skippers' meeting on Saturday June 12.

7. Venue

The starting line will be located between House island and Fort Gorges for all classes unless otherwise noted in the Sailing Instructions.

8. The Courses

Courses will be posted on the Race Committee Boat prior to the start, PHRF and Cruising Class courses will be either selected from a list of predetermined courses and their marks which will be provided at Registration or a group of marks from CYC MARKS list along with rounding information.

9. Scoring

The Low-Point Scoring System (RRS Appendix A2) will apply except that there will be no throw out. One race can constitute a regatta. Ties will be broken in strict accordance to RRS appendix A8.

10. Berthing

Centerboard YC has limited mooring space available. Contact Centerboard YC at 207-799-7084 or on VHF 68 for more information. Centerboard YC floats have limited depth - 4' at low tide. The launch can deliver crew to deep-draft yachts if there is insufficient water at the floats.

11. Prizes

Prizes will be awarded to the first two finishers for each division, unless there are a least 5 entries in a division in which case the top 3 finishers will be awarded prizes. The awards ceremony will be held at Centerboard YC as part of the post-race party.

6	Only boats that are registered at the time a race is held will be scored. Only boats that are registered will be included in the final results. The only exception will be boats which race in the first race will be scored if they have registered by the second race.

Sorry about not getting these scores done earlier, I had completely forgotten that I needed to score that last "race".

Not sure that we'll do much better weather wise this week, so we'll probably be doing a very short course a few times around.

This year, we have 14 weeks of racing and only 11 mainland boats, so need to figure out a plan for the extra 3 weeks of dinners.

There are a few options including volunteering to cook a second time, chipping in for pizza, and picking a restaurant and going out like we do in the fall.

Anyone have any preferences on this?

Lastly, Centerboard YC is partnering with Hallett Sails, The Cruising Club of America, and the Storm Trysail Club to host the Portland to Northeast Harbor Race this year over Labor Day weekend. I'd encourage any of you who have even the slightest interest to speak with myself, Tim Reilley, or Gregg Carville about this race. We all did it last year and had a blast.

R2 is underway!

R2 is finally underway. I had a hard time setting the anchor, it must have taken 10 tries to get it to catch and when it did the line was not very square. By the time I got the race started the wind had started to fade. Now sonme of the boats are struggling to make way. Finally, another effect of me futzing around with the anchor was that I set a course that ends up being a collection of reaches. Must do better. At least its not raining this week and I can write this from the boat.

Just so everyone knows, the Skipper's meeting is at 1800 (as referenced on the CYC site) on May 20th.

Also, with the regatta fast approaching, we'll be discussing that event as well.

The skipper's meeting for the 2009 Summer Series will be on Wednesday May 20 at 1800 at CYC.

The registration form is now available in the links on the left of this page as well as directly from here.

Racing will start on May 27th at 1800.

No major changes this year in the format, although we may be posting courses later, after seeing the conditions out on the water as opposed to pre-setting them.

Please make sure that you've reviewed the changes to the racing rules that are in effect this year! (Note that the US Sailing site has a page talking about rule changes, but it references the old rules).
